WHO is responsible for the wall at the Seven Gates which collapsed due to heavy rain?

That is the question people are looking the answers for as it has not been confirmed who has ownership of the wall.

Highland Council and Wick Harbour Authority both said they are not responsible for the wall which crumbled on Sunday closing off the street between Harbour Quay and Bank Row.
